The Hong Kong Special Administrative Region should capitalize on the opportunities presented by ChatGPT (Chat Generative Pre-trained Transformer), with the goal of transforming the city into a world technology and innovation center, Secretary for Innovation, Technology and Industry Sun Dong said on Tuesday.

At a town hall meeting held at Cyberport, focusing on the prospects and technology of ChatGPT, Sun said he hopes the artificial intelligence arm could be developed into diverse applications in Hong Kong.

“The HKSAR government has firmly declared its determination to embrace the emerging technology and proactively catch up with the advancements,” he said. 

Sun revealed in March Hong Kong aims to develop its own ChatGPT-style models on the establishment of an artificial intelligence supercomputing center. A public consultation exercise is to be launched this year to gather feedback on the plan to set up such a center.

Sun said three key pillars are essential for creating a technology hub — computing power, data and talent. The SAR’s goal is to secure access to the most comprehensive data in the world, he said. 

ChatGPT, developed by OpenAI — the United States’ artificial intelligence research lab — is a type of large language model that can generate human-like responses to a wide range of inputs, including language translation and content creation.

Tony Wong Chi-kwong, acting government chief information officer, warned that ChatGPT increases the risks of misinformation, bias and potential leakage of private information, thereby generating ethical concerns in the community. 

He said the government should enact AI-related regulations to strike a balance between privacy protection and thriving digital technologies.
