The Legislative Council of the Hong Kong Special Administrative Region on Thursday passed a motion highlighting the significance of enabling local communities to better understand the 20th National Congress of the Communist Party of China.

Lawmakers said it was essential for the city’s different sectors to have an in-depth knowledge and understanding of the Party congress’ vision, and to work together and seek feasible ways to achieve its goals.

Responding to the motion, the Secretary for Constitutional and Mainland Affairs Erick Tsang Kwok-wai said the HKSAR government has attached great importance to the promotion of the congress, adding that the Policy Address has set out a series of targeted and innovative policy measures, which are in line with the spirit of the congress and society’s aspirations for good governance and a better life.

The motion, which has no legislative effect, was put forward by Dennis Lam Shun-chiu. Deliberations started on Wednesday and were extended to Thursday given the overwhelming response. Over 60 lawmakers joined the discussions, and the motion was finally passed by a large margin.

Lawmaker Chan Hok-fung suggested the government better promote the congress’ ideals and importance to young people and to raise their cultural and ethical standards, so that they can make better contributions to the great rejuvenation of the Chinese nation.

Lawmaker and engineer Johnny Ng Kit-chong, said the government should actively encourage all sectors of Hong Kong society, especially the civil servants, to understand and grasp the essence of the 20th CPC National Congress. This can help Hong Kong position itself properly, focus on the social economy, improve people’s livelihoods and integrate better into the overall development of the country.

Lawmaker Doreen Kong Yuk-foon said the world is entering a new period of turbulence and changes, and that Hong Kong is standing at a new historical starting point. She said the city should be alert to potential risks and always keep in mind the people’s welfare in its endeavors.

She added that the Policy Address responded to a number of issues concerning vital interests of the community and is an important step towards resolving deep-seated problems.

On Wednesday morning, the Democratic Alliance for the Betterment and Progress of Hong Kong and the Hong Kong government’s district office in Shatin held a sharing session to boost local residents’ understanding of the 20th CPC National Congress. 

They invited Tam Yiu-chung, a member of the Standing Committee of the National People’s Congress, as the keynote speaker. Nearly 300 volunteers attended the event.

In an easy-to-understand manner, Tam introduced the key takeaways of the Party congress’ report and the nation’s achievements made under the leadership of the CPC. He said he hoped that under the guidance of the Party congress, all sectors of the Hong Kong community would strive to ensure the smooth and sustained implementation of “one country, two systems” and facilitate Hong Kong’s success as it enters a new chapter in its development.
