HONG KONG – The Hong Kong Special Administrative Region government on Friday gazetted separate regulations on UN sanctions against Haiti and Somalia.

With the gazette notifications, the United Nations Sanctions (Haiti) Regulation and the United Nations Sanctions (Somalia) Regulation 2019 (Amendment) Regulation 2023 (the Amendment Regulation) came into operation on Friday.

The Haiti regulation gives effect to certain decisions on sanctions in the United Nations Security Council Resolution 2653, as modified by the UN Security Council Resolution 2664, said a government spokesman.

It prohibits the supply, sale, transfer or carriage of arms or related materiel to or for the benefit of certain persons or entities; and military activities-related technical, training or financial or other assistance, maintenance or use of arms or related materiel to or for the benefit of certain persons or entities.

The regulation also prohibits supply of funds or other financial assets or economic resources to or for the benefit of certain persons or entities; dealing with funds or other financial assets or economic resources owned or controlled by certain persons or entities; and certain persons’ entry into or transit through Hong Kong.

The amended UN sanctions regulation regarding Somalia gives effect to certain decisions on sanctions in the Security Council Resolution 2662, as modified by the Security Council Resolution 2664, said the government spokesman.

The amendments mainly relate to prohibition against the provision of the technology required for the production or use of certain improvised explosive devices components; certain persons’ entry into or transit through the HKSAR; and certain exemption arrangements regarding arms embargo and asset freeze.
